googly eyes!

i bought a bunch of googly eyes last night. and i mean a BUNCH.
i was planning on making a bar of soap with them in it and other such things.
but my question is about adhesive and googly eyes.

i want to make a monster bag [across the torso, like a messenger bag but the flap would be the mouth, you get the idea] and i am not sure which glue or such would be the best for making sure these little guys actually stick to the cloth. i bought "tacky glue" but i'm aprehensive. the cloth i'm thinking of using is just a cotton blend.

any suggestions?
