T-shirt howto

craftgrrlI saw the cutest layered t-shirts. It was two tee-shirts cut kind of boatneck so both layers showed, and then it looked like the sleeves were cut into fringe and tied to make a little fluttery puff at each shoulder.
Does anyone know how to do this?
