a lady's mother at my hub's work made these cute little guys for our kids.  hot glue smarties & tootsie rolls to the back of a fun size candy bar.  wrap a dum dum or other small sucker in orange tissue paper & add a face.  cut a mini straw hat in half & hot glue it to the sucker.  glue the sucker to the candy bar & you're done :)
