Making Rubber Stamps

How do you make stamps? I want to buy some stamps I found at the store but Im pretty much broke to be spending 6 bucks on a 1 inch stamp. I'm an artist so I figured I could make one? I've read that people use hard erasers, tracing paper and exacto knives. I'm a little confused tho. A lot of tutorials say to cut the image at an angle. I dont understand which angle - into (under) the design, or away from.

How efficient is this method? What kind of foam should I buy to put under the eraser so I can put it onto a block of wood?

*edit* I'm sorry, I must have not searched the memory section good enough or it may have been a different community, but I'm so used to this one I might have thought it was from this one. I still don't have answers to the questions in bold though.
