Spoon ring and decoupage question

My mother had this ring that was given to her by an old hippie. My dad. It's super super cool. It was made out of an old silver spoon end. Not the part that holds the food, but the other end with the designs. We're not really sure how he made it, and I was wondering if you guys could help me out with that. I sure hope it doesn't involve a forge and an anvil.
And, what really IS decoupage? Is it basically just like a collage? What's the modge-podge for? What IS the modge-podge? Isn't that just extra work?
