Hi, sorry if this question has been asked before, but I checked in the FAQ/memories for this but I could not find any results. I also tried googling and I had no luck.

I'm trying to make a circle skirt made of tulle fabric/material. It's that light mesh-like fabric that is semi-stiff (at least the kind I found at Wal-Mart, is). The material is not like regular fabric, so I was wondering if I should take some precautions when cutting and sewing it? Such as, is there a certain type of thread I should use for tulle?

I want to make this skirt poofy and with volume, sort of like a crinoline skirt (if I am using that in the right way). So, I'm planning on using a few layers. Perhaps 3-5 layers. Then I plan to line it with plain black cotton fabric, and use the same fabric to cover the tulle. So basically the skirt will be in this order: cotton, tulle, tulle, tulle, tulle, cotton.

I've never sewn a circle skirt before, and I'm so lost.

These are my measurements for the skirt I want to make:
Elastic waist: 24-30 inches
Length: approx. 18 inches
