Paradise Kiss Cosplay

Okay, so I have a few questions about something..
I'm going to be cosplaying as Miwako from Paradise Kiss the manga, at Metrocon.
And I'm going to make the dress that Miwako wears when Yukari(Caroline ^^) first meets her..




I'm wondering on what colours the polka dots would be on her dress, and I need MAJOR help in deciding on what kind of fabric the area on her chest and trimmings would be. My friend suggested that if it came down to the last minute, I could use cotton balls....I really really don't want to use cotton balls though. :X!!

Oh....and if someone could reccomend a place to get bubble gum pink hair dye, permanent or washout doesn't matter, I'd be happy. I checked the Hot Topic and they seem to be out or something. X__x;

But the hair is seperate from the post..I just need help with the two fabric deals- colour polka dots and a matching fabric for the trimmings of her dress.
