mesh poncho from target

I got this image from Target.com, and I saw something similar at the store today, but in green, and a slightly different pattern. Anyway, it's basically a mesh with a daisy-like flower, and some sequins. My mother fell in love with it, but didn't want to spend the nearly $20 on it. I offered to make one, if it will come out for a little less.

It says it's made of rayon.

I'm wondering:
a) what should I crochet it out of?
b) how do i crochet the sequins -- do I string them onto the yarn, or on a separate thread and crochet the two together? (thanks everyone!)
c) is there a pattern somewhere for something like this?
