help with sticking crystals on a veil comb

hey grrls, wondering if anyone can give me assistance/advice with regards to sticking flat backed crystals to a veil comb? the comb is covered with the same fine net material of the veil so its really hard to get them to stick! I've tried fabric glue but they're just falling off. They done have any holes so they can't be stitched on... what to do?!
