Puff skirt?

craftgrrlHow would one go about making a puff/bubble skirt?
You know, the type that sort of curl under at the bottom and have a puffy rounded bottom?
Does anybody have a good pattern for one, or could just describe how to make one? I only have a little bit of fabric, and I don't want to mess it up.
(kind of like this http://www.memphisvintage.com/websitephotos/patterns/vogue9572/photo99.jpg except I plan on making it sit at the hip, and end just above the knee)
