Puff skirt?

How would one go about making a puff/bubble skirt?

You know, the type that sort of curl under at the bottom and have a puffy rounded bottom?

Does anybody have a good pattern for one, or could just describe how to make one? I only have a little bit of fabric, and I don't want to mess it up.
