Bleach question

Okay, picture post coming later this evening (or morning, as the case may be...), but for right now I have a question. I'm currently attempting to reverse-stencil a polo shirt with bleach. I cut stars out of sticky-back fun foam, put them where I wanted them, put paper inside the shirt, and sprayed with bleach. Nothing is happening.

Does bleach just not work on some things? Or did my mom just secretly replace her bleach with colorsafe bleach but use the regular bleach container? It's been about 5-6 minutes and nothing has happened.
