After seeing this little tutorial, I decided I simply had to have one for myself. However I am cheap and lazy and therefore did not find I needed grommets, hole punchers, laminating paper, and so on.

Pretty much I found the album at Salvation Army (50 cents).
Cut three pieces of posterboard the length of the sleeve and about 3 inches wide ($1.50)
Coated everything with some acrylic outdoor sealant (~$0.80),
Duct taped (black) it all together from the inside (already on hand).
cut a piece of foam board 3inches by the length of the album and glued one of the posterboard pieces to it as the bottom of the bag, then glued the foam+posterboard to the square I had from taping the albumsleeve and regular posterboard together.
Hot-glued black shiney ribbon around all the edges to clean it up ($2.00 for the spool)
Then cut two pieces of ribbon for the handles, glued them on, and then put a row of duct tape around the top inside of the bag.

Total cost: less than $5.
