Tutu

K...so a friend of mine wants to buy a black tutu for halloween. I say she should just make one. She doesn't have a sewing machine but she could hand sew. How much fabric would she need? I mean really...why spend $30 on something you will only wear once. She isn't a goth or anything like I am so she wouldn't get a whole lot of wear out of it.

By the way she is pretty skinny...toothpick.
