in need of some expertise

alright, i need a little bit of help from you guys. i memories-ed and everything, but to no real avail.

my mother is kind of hard to get things for for any holiday, so i'm going to i think paint on a coffee cup or etch on a glass cup for her and put a statbucks card in or something.

question is:
how/it is possible to get paint to stay on a coffee cup (i want to buy a plain colored one from tjmaxx or something)? would there just be a primer or something at a craft store?
also, i realize that this is kinda already in the memories, but what is the best kind of etching kit? i don't want to spend tons of money so if it's too expensive i'll pass, but i don't want a cheap crappy one either.
