Spray Paint on Fabric?

I've googled and one source says no, but it says that it's not "a substitue for buying the right color fabric" which isn't my intention.
I would like to spray paint a [stencil] onto my disastrously plain messenger bag. I have [this spray paint] which doesn't specify much.

This is Truly Scrumptious and myself. I am envious of her jewelry and make-up, not to mention ability to prance around in high heels. A bit off-topic, but does anyone know if drag queens often make their own clothes? I definitely saw some things at the show that seemed to have been handmade, or at least specially made for them.
