question for all the knitters out there

I may be an idiot for not knowing, but when a pattern says end on a WS row which part is supposed to be the wrong side, do they mean the row last knitted, or the row next knitted?

And here's a picture of my final project for my 3D design class, a knitted chair. It's made up of extremely long i-cords knotted together to make all the wood, and some dowel rods and garter strips for the seat... It's nearly life size, or would be if it could stand.
