DRESS HELP!

craftgrrlI saw this dress on Craftster.org, and I really want to make one.
Does anyone have any tips/instructions/patterns they could share for any of it?
I think the bottom (skirt) would be easy enough.. it's the top that's got me puzzeled.
The top almost looks like a regular white blouse.. button up, capped sleeves.
PLEASE help.
