Top Hat Help Needed

Does anyone know or a reletively easy way to make a Top Hat?

I'm throwing a Mad Hatter's Tea Party in a couple of weeks time and I'm having terrible trouble finding my bf an inexpensive Top Hat for his costume.

Is there a tutorial for hat making out there?

I promise to post lots of pictures of the results and all the othher costumes and bits I am making for the party.
