Stencil help

Sorry for a quick text-only, but I'm really stuck. I tried using the cheap stenciling tutorial that has been posted here several times (embroidery hoop, nylons/tulle) However, when I tested it, the paint went right through the Mod Podge. What went wrong?

Is there a specific type of Mod Podge?
Did I stretch the nylons too wide?
