silk screening troubles

heya,
sorry for the text only post, but i'm having trouble with my emulsion.
now, i've done silk screening before and have never had an issue. the thing is that i just bought some new emulsion (my old stuff expired) and i followed all of the instructions, but when i let it dry on a screen it came out all blotchy.

does anyone know why this happened?
possibly not enough emulsion?
maybe i didn't add enough water to the activator?
