am i insane? someone tell me.

but i love halloween and am a little strapped for cash, and an earlier post mentioning all hallows eve got me to thinking.
my 21st birthday is 10/24, so i often do something halloweenie for my b-day. i wanna go to a bar or something, i'm thinking. enter costume contests maybe. so i want something awesome.
don't have the money for lots of fabric, and was at walmart thinking. 'hmm. these are really pretty, but cheap, curtains. MISS KATIE SCARLETT O'HARA MADE A DRESS OF CURTAINS!'
so the point is i wanna make that green dress. the scarlett o'hara curatin dress. it's a big southern belle dress for those not in the know.
now i'm not a brilliant seamstress by any means, but i've made a couple complicated things like lined purses and jackets, and spandex catsuits. so i'm wondering, is this an absolutely bat-poop crazy idea?
or could i manage it with some walmart curtains and maybe a hula hoop?
any suggestions, ideas, money-saving tips, or pictures from anyone who's made something similar are greatly appreciated!! thank you!
