Duct Tape Skirt

I want to make a duct tape skirt to go with my halloween costume this year. I've read up on how to make the sheets to get started. But I'm a little lost on how to make shapes. I don't sew, don't have a dress form, and I really want it to be adjustable so I can wear it more than once. But I'm not sure how I go about doing that. Do I just start taping the sheets to my own body to get the shape? Any suggestions would be great!
