I need some help with putting a lining on the inside of a patent collar

here are some pics of my collar.  i don't know if it is vinyl or patent (hopefully vinyl since i am a veg), but its gets sticky when i wear it all day.  it doesn't slip smoothly around my throat.  so how could i attach fabric to the inside to make it more comfy for daily wear?
