Tights into Thigh-Highs!

I tried to check the memories, but wasn't sure where this might be under ... plus I don't imagine it's been asked before. I also posted at Craftster so I'll just c/p what I wrote there.

I want to, somehow, make my tights that CURRENTLY look like this:



into ones that reach the top of my thighs, like these. I can only ever find thigh-high fishnets in stores, rather than opaque tights!

My question for all of you is, what can I use to hold the tights up? I once had a pair of those fishnets & inside the lace at the top was a rubbery material that clung to my skin. I have no idea what it was made of, or how to get it. Does anyone know what it is, or what alternatives I can use (other than elastic that will likely just fall down gradually)?

It snowed again today. In Seattle. I'm still surprised, since it's almost March already. But I haven't spent winter here since I left for school in California, so maybe I'm just not used to it? Hahaha.
