Salt Dough bubbling

I attempted to make some salt dough christmas ornaments today so my daughter could decorate them. I followed the recipe I found online, however when I baked them they bubbled.I used 1 cup regular flour, 1/2 cup salt and 1/2 cup water. I baked them at 325 for about an hour according to the instructions I had.
Did I do something wrong?
