pot holders

i want to do this but using old t-shirts! i have a problem when they are still loops (the t shirt) they are huge! i don't want to cut them and have to tie them (like they way some people use plastic bags for knitting)
how should i make smaller loops with out having to tie them?
should i cut them and sew them?

but do you think i could use quilt stuffing instead of the nonflammable stuff? (this is just a safety question)
